This is normal Outlook behaviour for MS Office XP and Office 2000 post SP3, however it can be overcome by installing the Outlook Security features administrative package (admpack.exe). This comes with Microsoft Office XP Professional or, the 'admpack.exe' files can be downloaded from https://www.microsoft.com/office/ork/xp/appndx/appa11.htm.

Run 'admpack.exe' from the \Files\PFiles\ORKTools\ORK10\Tools\Admpack\ folder on the Office Resource Kit CD or, if you are installing the Outlook Security features administrative package from an Office Enterprise edition CD, the path is \ORK\Files\PFiles\ORKTools\ORK10\Tools\Admpack\. It will be installed as a Security Form into Outlook- Public Folders>All Public Folders>Outlook 10 Security Settings. The Default Security Settings form can be altered directly from there or a new form can be created to apply to certain users only.

Once the administrative package has been installed, the appropriate settings must be modified in the "Default Security Settings" form or a new form to eliminate the security message. These settings will depend on individual security requirements, however to prevent the security message from appearing, as a minimum, all options that reference "CDO" and "simple MAPI" should be set to "Automatically approve". The remainder can be left at default settings.

There is one final step that needs to be performed. Each client computer must have its Registry altered as below:

1. Start the registry editor and expand the following sub key: HKEY_CURRENT_USER\Software\Policies\Microsoft\Security
(Create the "\Security" branch if it doesn't already exist.)

2. From the Edit menu, choose New, then click DWORD value to add a new registry key.
The value name for the key must be 'CheckAdminSettings'.
The Hex value for the CheckAdminSettings should be set to "2".
