Why when I open Reckon Accounts do I get the error 'an unrecoverable error has occured in Exception MSXML?

The extended error may appear like this, numbers maybe different.
An unrecoverable error has occured Exception MSXML could not CoCreate Instance HRESULT=80040154 thown with error code-2147221164functionADR::Repository::DoInitalLoadFile:.\.\scr\Repository.cppLine81
This error is related to a system problem where it's lacking required components to run Reckon Accounts. There are a number of areas or avenues which can be done to resolve this error, you may need to attempt them all in the order below.
After each section you should test if Reckon Accounts will then run.
Registering msxml3.dll
- Click on START button and press the RUN option type in the following: 'regsvr32 msxml3.dll'
- A message box should appear stating 'DllRegisterServer in msxml3.dll succeeded'
Download the latest version of Microsoft XML Core Services
- Go to https://www.microsoft.com/downloads
- Search the download section for 'Microsoft XML Core Services'
- Follow the download and install instructions provided
Re-install Microsoft Internet Explorer 11
- We have provided a copy on the Reckon Accounts CD
- Insert the Reckon Accounts CD and exit or quite any introductory windows
- Using Windows Explorer navigate the 'IE11' folder on the Reckon Accounts CD
- Install Internet Explorer by double clicking ie6setup application file
- Alternatively you can download and install the latest version of Microsoft Internet Explorer with the latest service pack from https://www.microsoft.com/downloads
