Error 1603 when manually installing .Net Framework 1.1 SP1

Question

My attempt to install QuickBooks failed as Microsoft .Net Framework 1.1 Service Pack 1 could not be installed.  I have manually installed it from the QuickBooks installation disk but I still get the same error:

Error 1603:  There was a problem installing “Microsoft Windows 2003 .Net Framework 1.1 ServicePack 1.

What do I do now?

 

Answer

Install Microsoft .Net Framework 1.1 ServicePack 1 under a  built-in administrator account

 

The Issue

The inability to install a 3rd Party service directly from its install file suggests that the user does not have sufficient permissions to install or that the installation process is being blocked by security software.

 

Workaround

Log onto the computer with the Built-in Administrator account and then install Microsoft .Net Framework 1.1 ServicePack 1.

  1. To enable the built-In Administrator:

a.    Windows 7 Pro: Professional/Ultimate & Vista Business/Ultimate & Windows XP Pro:

                                          i.    Right click on Computer, then Manage, then Local Users and Groups, then  Users, and then Administrator;

                                         ii.    Untick Account is disabled on the General tab.

    1. Windows 7 Home Premium & Vista Home Basic/Home Premium does not have a Local Users and Groups in Computer Management.

c.    Windows 8 Pro:

                                          i.    At the Metro Start Screen click on Windows Key + X;

                                         ii.    Select Computer Management;

                                        iii.     Click on Local Users and Groups, then  Users, and then Administrator;

                                       iv.    Untick Account is disabled on the General tab.

 

  1. To log on with the Built in Administrator:

a.    Windows 7 Pro:        Start > All Programs > Accessories;

right click Command Prompt > left click Run as administrator;

    1. Windows 8 Pro: 

                                          i.    On the Metro Screen click on the account logo (top right);

                                         ii.    Select Administrator user.

    1. Windows 7 Home Edition and Windows 8 Basic:

                                          i.    Open the command prompt (Win7) or command prompt admin (Win8)

                                         ii.    Type in the following command to turn on or off the account:

1.    Turning on: net user administrator /active:yes

2.    Turning off:  net user administrator /active:no

 

  1. Install Microsoft .Net Framework 1.1 ServicePack 1 again.

 

If the problem persists, then turn off firewalls, anti-virus and other security;

(You may want to disconnect from the internet while security is turned off);

Then install Microsoft .Net Framework 1.1 and ServicePack 1 again.
